I'm just about to buy my first pc (previously notebook), I now have before me to get the 900euro pc from Hardwaredealz, only I read in the comments of Rx Vega 56 that it should be very loud, so it seems also bad reviews, that's the one that should be:

1. Yes, the graphics card is very loud, because the cooler is absolutely undersized
2. A cooler is already included in the processor. If you do not want to overclock, the cooler is perfectly adequate and quiet.
Amd is known to overheat and be loud, but they are cheap compared to Intel and Nvidia.
There's no cooler because most likely the Amd Ryzen box cooler is on the processor (which is quite ok and lit).
If you want a quiet, why not this then?

Which is now quieter, I can't tell you, but the reviews and various reviews should tell you this. Just google it.
And no, whether that's 50 MHz more or less, it makes no difference.
Even overclocking from 100-200 MHz makes just about 2-3 FPS on average, maybe up to 5 FPS more depending on the game.
