Laptop permanently-on-0% -problem?

This time I have a little problem with charging my laptop. I can't quite describe it either…

When I try to charge my laptop, and then turn it on while it is charging, I'm permanently told that it is at 0%. It is also shown to me that it is loaded, but no matter how long I load it (whether on or off) it always stays at 0%. When I try to do something with it, it all goes on for a few minutes and then it shuts itself off. And if I remove the charger once, my laptop goes completely k.o. In the same second.
