The VLC player allegedly completely ignores this.
You can also change the region code for the DVD drive in Windows Device Manager. However, only up to 4 or 5 times. Then the setting remains frozen. So: definitely fingers away! (It is not necessary to do this either.)
Actually, at least an error message should appear if this region code does not fit. No matter whether on the PC or an independent DVD player.

Do you see any damage in the coating or the plastic pane itself?
Is it actually a "pressed" (commercial) DVD, or a self-burned DVD? Other things can go wrong with "go wrong"…
Is this DVD readable on the PC at least?
Can you open the folders with the Explorer on the DVD?
There should appear either in the main or a subdirectory of .VOB and .TS files.
You can also test this DVD on other devices, such as A Bluray player.
