Download on laptop no longer possible?

My mother's laptop did not work properly anymore and now she did something, so all the browsers disappeared. The files are still there, but no browser can be installed. The laptop has Windows 10 and is generally slow, and if I download chrome via Edge, for example, nothing happens. So the file just will not be downloaded. That's the same with EVERY file. There are still the setup files of opera and firefox on the PC, but I can't install either of these browsers. With Firefox then comes an error message that the profile can't be loaded. Then I deleted the profile.ini and tried to create a new profile → Error: File can't be created because the folder may be read-only. I go to properties of the profile folder and uncheck the box in read-only mode and what happens? Firefox has to be restarted due to an error and after reboot the folder is again read-only. If I want to install Opera, I get the message that Opera can't be installed because the files can't be moved for some reason. Is that a virus? Something about this laptop allows me to install any browser of any kind and I do not know why.

Back up data and reinstall Win10 … It takes about 15-20 minutes and it's good.
