Electric shock laptop?

I just worked on the laptop that was connected to the power, then I wiped it, I continued to pull the power plug and it wiped again, I guess static charging. Now my question is why is the shock stronger when running and can it be dangerous?

Would it be conceivable that you charged yourself with the shoe soles on the floor while rubbing and only discharged on your laptop?
