Laptop starts but does not boot properly?

My laptop is quite old but I don't know what the problem is. The laptop starts, the logo can be seen (Fig. 1). Then it gets dark briefly (image 2) and then the logo again. This process repeats itself over and over again and no registration occurs, etc. However, the device makes noises (it sounds like it always does when it starts). Does anyone know what the problem can be?

Sounds like hard drive damage.

Try reinstalling Windows or using a different hard drive.

Is it possible to reset the device without entering the settings?

Reinstall Windows.
