I had an RX 580 Red Dragon a few years ago. It was extremely loud (with a soundproof housing without a viewing window and under the table), so in Fallout 4 on FullHD alone, you heard it louder than a friend's laptop with a MaxQ GTX 1060 and playing with it. I then sent the RX 580 back as defective after a few months and bought a GTX 1060 from MSI that you almost never heard of. My brother now wants to build a gaming PC and he wants to get the RX 590. My question is now was it really a defect that my RX 580 was so incredibly loud or is it just that and will it be the same with the 590?
So the RX500 is very loud, but it shouldn't be that loud.
Your brother can order it and send it back if it is too loud
