Can I connect a monitor to the ps4 and also use a laptop to stream the game on my YT channel?

Sure, with a capture card. The is clamped between PS4 and monitor and then passes the video signal via USB to your laptop.

First you need the program of the Capture Card, so that the laptop can do anything with the USB signal of the capture card.
OBS would then be a bonus to edit the video already when recording with eg a Facecam, music or other things. What OBS can do.

Set up RemotePlay on the PC and record that with OBS or something. I personal use either Mirillis Action! Or that of Nvidia. The latter requires an Nvidia graphics card, but would be the best. Otherwise, action is! Also a good option and with I believe 40 euro still much cheaper than a capture card.
