A new laptop with Windows 10 is to be sold. An administrator and a user account have been set up on it, but otherwise almost no private data has been saved because the device was not being worked on.
Is it necessary to reinstall Windows before the sale or is it sufficient to remove the user account and the few subsequently installed programs?
Depending on how the buyer wants it. But I would delete everything for security.
New Installation with Local Account is always better.
Just reset the "PC" in the settings.
There you can also choose whether own files should stay on it or not.
"reset to factory settings" does not work, because it is a customer configured device without a hidden score with restore backup.
Not to factory settings, Windows has its own function to reset.
