CPU clocks too low HP EliteBook 8460p?

I still have an old HP ELiteBook 8460p notebook. Overall, I'm actually quite satisfied, but I can see that the built-in i5-2520M only clocks below 1 GHz, regardless of how much it is loaded. The processor should actually clock 2.5 GHz (Intel data sheet: https://ark.intel.com/...-ghz.html).

I suspect that an energy saving mode or something is active somewhere that limits the processor.

Does anyone know a solution?

Have a look in the energy options or look in the BIOS that you can turn on the Intel turbo boot mode

In the bios I have the following 2 options:

Intel (R) HT technology
Multi-core CPU

Both options are active.

That helped me my CPU was then always over 2.5 Ghz normal 1.88 Ghz

First of all, make sure that overheating is not a possibility for the clock limitation.

Otherwise you either choose a different Windows energy saving plan in the control panel / energy management for mains and battery operation.

Fine adjustments would also be possible in the respective energy saving plan via Advanced -> Processor energy management.

It's not overheating. CPU temperatures are below 40 degrees, "Ultimate Performance" is selected as the energy saving plan, but unfortunately this does not change with other plans.

Boot up the notebook in safe mode and see which clock rate the CPU then applies.

Now the CPU actually clocks at 2.49 GHz in safe mode. But I can't work in safe mode

Then take the battery out for a try (if possible) and leave or operate the book on the power supply, boot it normally again and then check the clock rate again.

If it is ~ 2.5 Ghz then there's some software problem.

How long have you had this problem and have you updated Windows coherently or even installed a completely new Windows version on your book?

Windows 10 is running on the Book. The problem has existed since the installation (even where no other software was installed, only the OS).

Then you already have a research approach, as the problem apparently only appeared since the installation of Windows 10 on this book.

Unfortunately, I have neither the time nor the volume of data, nor do I feel like doing this research myself with constant cookie constraints.

Windows 10 may just show you the clock rates of your CPU incorrectly.

Have you ever run the "CPU Passmark" on your book and checked whether the CPU performance is correct and Windows may only provide incorrect information about the clock rate?

In safe mode, most drivers and functions do not run or do not run in a function-specific manner.
