CPU clocks too slow after first start, what to do?

Hi, I have a relatively new laptop, which has since the beginning of the following problem: after booting he is extremely laggy and the task manager is that the cpu clocks only with 0.38GHz. When I reboot, the frequency is above the base speed of 2GHz. Does anyone know why the laptop clocks so slow after the cold start and what I can do about it? I do not want to reboot every time.

Can be due to a defective battery, I would simply hand over to the manufacturer and demand replacement or repair!

My laptop rarely clocks over 1 GHZ, but runs super fluently.
