I have an HP laptop with Windows 10 and it overheats again and again because the fan is not too fast
My question would now be how to control the fan, I have already tried it with SpeedFan but it doesn't show anything even though I watched a YouTube video, are there any other programs for controlling the fan?

So if you definitely want to scrap your laptop with it, just hit it against the wall. It comes out the same.
And if the fan is too loud, and HP is actually installing quiet fans, the laptop or its air duct will be too dirty / too dusty. Or something is running on the laptop that requires decent computing power.
Don't you think that your project is a bad idea?
The fan works because your CPU has to be cooled. If you turn off this cooling, your laptop will die of heat. How about a stand for your laptop that cools it from below?
But is it normal that the fan is at max all the time?
