A12-9700p offers 2 "Bulldozer" modules with 4 integer threads, but is relatively weak in terms of efficiency and floating point performance. (Only one FPU unit and two integer shedulars per module)
For Multitask + Stream, however, I would rather save a little more in your place and then go straight to Ryzen 5 - 2500u / 3500u with 4 cores / 8 threads and Vega 8 graphics. Sometimes such books are offered as remaining stock (new goods) for less than 500 euro with 8 GB of RAM in 15 "format.
16 GB and a fast SSD with at least 256 GB to better than 512 GB would be better.
