Flatten OEM Win Version?

I want to reset a laptop with Win 10 per oem version for sale.
But what happens if I choose to remove everything.
Does Win 10 Pro still exist?
(Have the license of page similar to MMOGA)
Or is everything gone

If you have concerns about privacy, you should format the hard drive. But then the buyer has to install a Windoof or Linux first, so that he can do something with it.
