A socket should definitely not flash. Sparking is not a good sign, I would definitely not use it anymore - and in the worst case you can certainly get one wiped.
It is indeed quite dangerous. If your cable is no longer completely intact, or no longer works properly and - as you describe - sparks are generated, you should definitely change the cable, if necessary inform an electrician. You can get a wipe from the socket and even die, because before the fuse strikes, a short circuit has to be achieved, which means that for at least a brief moment 255 volts shoot through your heart and believe me you don't want that.
