For the office and surfing application, yes.

For 400 euro you can get much better, laptop technically not necessarily, but in general, you can't do much with a i3 processor, but it depends on what you want to use it for.

Is just an office notebook, you can find something similar for around 320 euro at Skinflint. A bit more performance, however, "only" 256GB SSD which is actually sufficient. Also suitable for low gaming in contrast to the Intel system.
