Multiple Sims families on one property?

Hi, I play Sims 4 on the laptop and wonder whether it is possible to build a multi-family house, in which several households live, which do not have the same surname and have separate apartments (i.e. Only the family can enter their own apartment )?

Had also tried to do something like that, unfortunately only works with Sims 4 Großstadtleben expansion pack.

No, you can only have one household on one property
