Where can you buy a cheap and good laptop at the same time?

I've been thinking about buying a laptop for a long time, but unfortunately I can't find anything. The laptop shouldn't go over four hundred euro, which excludes 50%, it is mainly for learning (especially with word therefore also a German keyboard) or to play a game every now and then. The laptop should work smoothly, not have a bad battery life and at least 13 inches.

If anyone knows where I can find such an offer, please let me know

At Apple, the new MacBook Pro can be quite a lot for the price.
