On my old notebook - Windows 7 Starter - I've worked / researched on Chrome so far. Now I want to sell it, so this and that will be uninstalled. Chrome is coming too. I want to pack the Internet Explorer (IE) icon on my desktop. BUT, when I click on IE, a dialog box "The page can't be displayed" appears even though IE is installed. I wanted to (test) download an IE today, but it does not work because IE is already installed, the message says. What can I do?

This is certainly due to a setting. I would try with CCleaner to uninstall and reinstall the IE, maybe you can also solve it through the troubleshooting. There should be a link in IE, but if you want to sell the notebook, it would be safer Windows or reset the notebook.
Internet Explorer is no longer supported. In addition, from 2020, the support for Windows 7 (all editions) will be completely set.
Here's a tip from me: Since you use Windows 7 Starter anyway only for the Internet, I can recommend to install Cloudready. This is a customized Chrome OS operating system, making it an extremely nimble Chromebook. And this is how it works:
First, download Cloudready on another PC / Laptop: https://www.neverware.com/freedownload You need the USB Maker and a blank formatted USB stick. After creating the stick, just boot it.
Then you can start the installation. Just follow the instructions of the installer. It offers the possibility to completely delete the hard disk. Do not set up the WLAN yet. After completing the installation, do not restart the device but shut it down or switch it off.
When the new user turns on the device, the Wi-Fi device comes in and he needs to enter the network key of his router. After that, he has to log in with his Google account or, if he does not have one already, create one. Now the Chromebook is ready and ready.
The browser and the Chrome apps start without delay. The voice control OK Google is also available.
