Since I myself use Windows 7 out of conviction, I can assure you that I know this problem enough. And I've never been a big friend of IE 11!
And because I'm tired of thinking about it now, I've got Google Chrome installed and I'm very happy with it.
But if you are so attached to the Explorer, probably only a reinstallation of Windows 7 will bring something, whereby the Windows is virgin again and he should work again.
