Something cheaper is available for pure coding. Unless you want to develop and test games smoothly with Unity and Engines, but shouldn't be necessary to learn a programming language. 300 euro for a stand PC are sufficient.

This notebook is great for coding and surfing. Also for eg office, etc. Would advise against a desktop PC because you are 0 mobile. At home, you can also simply put a monitor down.

If you have a ThinkPad from the t or x series, they are so good in terms of price / performance ratio and the x240zb has 2 batteries that hold 11 hours when scripting (can also be exchanged while running).

You can never have enough performance. If the performance is not enough, you can start with vectorization. You just need a lot of RAM. Lately I haven't even had the 16GB of my laptop.

take a look at what you want to program, see what a suitable development environment has for requirements - then know whether the notebook is enough or not.
