I still have a laptop and will soon get a PC.
Do I have to buy (rent) the Adobe programs that I have on my laptop on my PC? Or can I log in with my Adobe account on the PC and then have it on the PC?

That depends on whether you bought the programs. Then you should be able to continue using them on the PC. It then only needs a download.
