Why is my download rate jumping up and down?

I have a question about my picture below. Why is my download rate jumping up and down? Could it be because I'm overloading my drive? (Have a cheap laptop) Unfortunately, this delays the download a lot.

The cheap laptop is not really, either the connection or the other place is just with little on the way

The launcher may want to unzip the downloaded one before continuing, so it may pause the download.
