Valorant 20 fps despite adhering to system requirements?

Maybe you've heard of the new Riot Games first person shooter? It is called Valorant and should also run on PCs up to 10 years old. Here I have once copied the high-end system requirements, which you can read here again:

High-end specifications - 144+ FPS

CPU: Intel Core i5-4460 3.2 GHz

Graphics card: GTX 1050 Ti

RAM: 4 GB

Operating system: Windows 7/8/10 (64-bit)

My Lenovo laptop:

CPU: Intel (R) Core (TM) i7-4702MQ CPU 2.20 GHz 2.19 GHz

Graphics card: Intel (R) HD Graphics 4600

Ram: 8GB

Operating system: Windows 10 Home (64bit)

My question now is why does Valorant only work for me at about 30 fps, and not even stable, but it occasionally drops to just 7 fps.

For further information I have all graphics settings low and always set everything so that I get the best out of my slightly older laptop (approx. 5 1/2 years old). I can also play over 80 constant fps on my laptop Overwatch which is why I'm even more surprised. If I look at the performance of my PC while Valorant is running, it is not even fully utilized. I even reset my laptop, so I deleted all programs and only kept my personal data, and yet it is no better.
The only thing I notice is that my fan has been extremely loud for a few months now and has probably caught some dust. Unfortunately I don't really get the fan and was a little too lazy to really take care of it but if that should be the problem I will of course find a solution. But I can't really imagine that that makes such a big difference, can I?

Does anyone have any idea what my problem is and how I can fix it?

My internet is not really bomb but I usually play with a ping of about 30ms. I don't know my downlod and upload now but I could look it up if you need it.
