Primarily there are of course many free * streaming offers such as Spotify or YouTube music. * however limited, you need a subscription for full access.
If you just want to download the music from YouTube, for example, there are some websites on the Internet where it is possible to download videos from YouTube using the URL. However, I would recommend you to the first variant, since the rough downloading of videos and music is not always legal.
There are numerous programs that you can use to download music from YouTube. Take a look at Google under YouTube Downloader or YouTube-to-mp3.
I'll see if I can download spotify but I don't think it will work as it doesn't offer everything in the store.

With a normal notebook, you should also be able to download something from the Internet, not just from the store.
If you then want to edit the tags, you can do that with mp3tag. You can download it for free.
