Can I change the buttons on a laptop?

I want to put all the F-keys (F1, F2, F3, etc.) on the number keys (far right of the keyboard). Is that possible? As a gamer, this is beneficial because many games require these buttons (for example, War Thunder). If it helps, my laptop is powered by Windows.
