Windows always restart after reset?

I completely reset my laptop to factory settings today and it is currently reinstalling Windows 10 automatically! However, at 64%, the PC restarts over and over again! Is that correct and if not, how can I fix it?

How long has this been going on? May be normal.

If it doesn't go on, turn it off and on again.

And in a complete emergency, if nothing works, create a Windows 10 installation USB stick on another PC and use it to reinstall the installation.
