You can actually log in to as many computers as possible online.
Conclusion: Shouldn't matter at all you can play Sims on 20 PCs if you want.
Did you buy Sims on CD or back then with a key?
If you have an original account and start Sims via Origin, you can simply download Origin on the other PC, log in with the same account and Sims will be saved there. Just download it again and play.

It can only be that worlds etc. Are gone or remain on the old device, but you can also transfer them relatively easily by dragging them from one PC to the other. (of course in the correct folder) If you need help I can look again.

This is possible as long as the game is not running on both devices at the same time. You then always have to copy each other's game stands and play them on them.
