Why does only one camara work with Skype?

For me in Skype only the camera next to the keyboard (laptop) works but not the one at the top of the screen what can that be?

There are several possibilities for that:

the camera in the laptop is simply broken.
the camera in the laptop is not set in the settings. In Windows this is done via Settings-Devices.
