Program for speeding up videos?

I recently painted on my laptop and recorded it, because I have the plan to upload that on youtube. My problem now is that I can't find a reasonable program to speed up the video. My second problem is that the program should be free. Does anyone have an idea? Should also be compatible with windows and it would be ideal if you could accelerate the video by 800%.

Basically, you just have to search a free video editing program if you do not want to spend any money on it, then the function of having the video footage run faster now has probably every program. Even on the phone.

Yes, I did that too, but that did not work out for several, so I'd rather ask you to get a virus instead of me ^^ '

Would take shortcut, and if it's expensive, then adobe premiere pro.
