Not at all. You can only copy the Office files and save them to a second hard disk. But you probably can't continue using the programs because of the license anyway. The files as well as presentations etc. Of course you can reopen on another PC with Office, of course.
When talking about formatting a memory, it's about partitions that are created. It does not distinguish what programs or data were previously in the memory area.
So if you reformat the partition on which Office was installed, then that is deleted.
Even if it were on a separate partition, you would probably have to reinstall it to run on a fresh Windows installation.

Save data and then replay the desired programs.
Then copy the data back
Secure all personal files.
format
Reinstall Windows
Reinstall Office
Copy all personal files back to it
