I have a laptop with a GTX 1650 and an Intel Core i5 9300h. In GTA V I sometimes have over 60, and often only 40fps. The graphics settings are very high or ultra for all options. The graphics card is not the best, but in online tests, the exact same laptop has 60-80fps.
Dust off the laptop
If you play online it may be because the modder is in your session, otherwise avoid full sessions. For me it is so that I have 90fps with a full session of drugs at 55fps…

The laptop does not get so hot anymore, which means that the components can clock faster
Then you'd better turn the graphics settings down a bit. There are a few controls for graphics settings that are quite hardware-hungry. Your laptop isn't a high-end system, after all.

This happens with full sessions, and the advanced settings kill a lot.
