I have a problem with GTA V, which I brought to my new laptop. There, the graphics and advanced graphics settings are currently set the lowest because the GPU load was 100% at high settings.
with the lowest settings, however, I only get around 15 FPS, which can't be normal with a GTX 1660 Ti. Why is that?

Intel Core i7-9750H 6x2.60Ghz
16GB RAM
GTX 1660Ti 6GB / Windows 10 with Full HD on 144Hz screen
when I play, however, it does not stand for GTA V 100% GPU utilization, but for desktop window manager

You can also turn LoD down there. Don't know the GTA settings.

Uninstall old drivers
Have a look in the bios of your laptop to see if the integrated graphics unit of your i7 is deactivated. Could be that the GTA is accessing it and is therefore running so badly

You can do it.
Or you simply download the drivers of the built-in components from the manufacturer's homepage and then install them with a double click.
Nvidia:
Oh it's a laptop. You can use FurMark to find out how the graphics card works in general and whether it is really a problem with GTA or something is wrong in general. I would look at how the FPS are and whether the graphics card might get too hot and then throttle.
The Nvidia driver is up to date and I deleted the old ones. Unfortunately, no visible success
