My mother always skipped with my sister who is in Australia on the laptop. Even if she skipped abroad, nobody ever had to pay anything.
Because of the quarantine, a friend and I wanted to skype now. We both live in Germany about 12 km apart, she Skypt with her laptop, but I with my cell phone. The Internet says that you have to pay for cell phones and landline calls. But she said that would still be free.
So does it cost anything with skype to video chat if one does it with the cell phone and the other with the laptop?

It works over the internet, so basically you only have to pay for the internet. Skype itself is free (unless of course you want to call a mobile number)
If you have a smartphone on which you can install Skype, you can Skype with your sister for free. You both have to be registered on Skype.
In addition there's the possibility to buy a credit with Skype. For example, you buy a credit for 10 euro. You can then use it to call landline phones or mobile numbers.
