No you, the device refers to "Qualcomm Atheros Bluetooth 4.0", easily recognizable by the colon in front of it (whoever presses helpful on you has lost his brain.). What is meant here is the component in the laptop that is responsible for Bluetooth - done.

Apparently Windows has found a Bluetooth adapter or a new driver for it, which it wants to install by restarting.
That is the bluetooth interface. It probably got a "Windows Update".
No it is not, but there are drivers (software that devices need to work) and apparently the PC has to be restarted with this driver
