Looks like a standard message that probably always comes when the battery level is below e.g. 10% drops.
So that the device recharges try to switch off the device while it is connected to the plug.
It can easily be that a device consumes as much energy as it is charged during operation.
It looks like your battery is defective and I would not charge it anymore, so you avoid a possible fire 🙂
You now have two options, either you live with it, ergo you take out the battery and only use it on the mains or you have to buy a new battery for better or worse.
This means that your notebook is connected to the power, but the battery is not charging.
Restart the compi if you haven't already.
Can you take out the battery? If so, do that and put it back in again.

Can have several causes:
Battery is too hot
Battery / charging electronics is defective
Notebook consumes too much energy, so charging the battery is not enough
Wrong power supply / not an original power supply
Shut it down, unplug the power adapter, take the battery out of the notebook, wait a short while, put everything back together, restart, see if it loads.
Will be like that. It won't work without a charging cable plugged in.
