Format drive does not work?

I have 2 drives

The 1st is an SSD with the drive name C, where windows is also installed and the 2 is an hdd from my laptop with windows on it and I wanted to format the hdd, but then it says The drive can't be formatted. Exit the disk utilities or other programs that access this drive and make sure that no window shows the contents of this drive.

I don't know what to do now, because there shouldn't be anything on the drive.

So sticking out, I can tell you 99% of the time that it won't work!

If you want to format the HDD you would have to format it via a Windows installation setup.

If there was one on your PC you can take it, otherwise get the Media Creation Tool from Microsoft and put the files on a USB stick or DVD.

If you can't find any other solution, try a Ubuntu Live CD (of course any other distro is possible)
