That depends on the course of study. Medicine and law are the highest acquisition costs, especially for literature.

Semester fee for me was about 250 euro (don't know how much it is today) + about 50 euro material costs because we received most of the things simply as pdf. I didn't need an extra laptop and I didn't have any other costs

I didn't have to buy any furniture etc because my dorm room was already furnished. But then I bought some new furniture, together around 300. It depends on which furniture you want.
Technology. In my case I didn't have to buy anything new, but if you don't have anything yet, calculate roughly 500 euro for a good tablet to take notes on or a laptop.
So you really can't say what one-off costs you will have. Can be almost anything from 0-2000 euro

You really can't answer that. It depends on the tuition fees.
Are you staying in a dormitory or are you looking for an empty apartment? An empty apartment - I would calculate 3,000. Are we talking about Germany? Foreign countries? Uni / Fh? Big city, small city.
The books in IT are very expensive, you can plan for 200 euro. Maybe you can borrow a lot too. A netbook should be enough for most things.
Or maybe you don't need books at all.

Nobody can tell you that exactly. An almost infinite number of factors play a role here.
It starts with your personal equipment. You should already have a laptop - and it doesn't necessarily have to be the most powerful and newest. So it can cost 350 EUR - or 1,000 EUR and more if it is supposed to be a MacBook. Whether you then e.g. You need a tablet or a surface, that's because of the way you work. Sometimes script and ballpoint pen are not only the cheaper, but also the better alternative ;-)
Bag, backpack, etc. Can be a cheap giveaway - or a designer piece.
Then the question is whether you can get a ticket for public transport at the university or whether you have to pay for it yourself if necessary. In the latter case, that would of course be a not inconsiderable cost factor.

A little basic literature is always included. But it doesn't always have to be everything at the start of your studies - and there, too, there are big differences between buying the specialist books brand new or using them. When it comes to used books, you always have to take the subject into account… In the field of business administration, there's much less change than in everything that has to do with modern media. You can almost forget used books because they are completely out of date after a short time.
Otherwise there's still a bunch of odds and ends that can be messed up. Here times 5 EUR for the issue of the library card, there times 5 EUR for the issue of any documents, a copy card for a few EUR and a few EUR for the credit card of the cafeteria…
So it can range from a few hundred euro (if you can mostly fall back on existing equipment) to thousands, if you add an apartment, etc.
