You can play MC just like on any LapTop that is not from 2000. Got one from 2010 and play there with 60 FPS (for on the go, no gaming laptop).

I'm not so familiar with notbooks but you should have relatively good ones depending on how you play MC.
The laptop is good for MC all the time.

For Minecraft, the single-core performance is extremely important and you suggest a PC with 2.1 GHz… Sorry, but that's complete mess.
In addition, the Intel Core i5-8300H would even be cheaper and have 0.2 Ghz more. AMD is not always the cheapest.
There would be the PC here, with a thousand times better graphics card and better processor, cheaper by over 130 euro! And that on Amazon! (Although I still don't recommend him because of the SingleCore performance, I just wanted to show how overpriced and bad your suggestion is):
Probably 120 FPS. At most in skyblock. It doesn't have a graphics card… And then a bad i3 or even a Pentium. So sorry, but even Minecraft is no longer running smoothly. 40FPS maximum in a normal world with a comfortable rendering distance.
