Copy CD to the laptop and then burn
Most programs load the CD when copying temporarily and then ask to insert a blank CD.
Burn on the laptop? You mean to copy the laptop, right?
Simply insert it into the CD drive and drag the files to the hard disk or SSD with Windows Explorer.
If it comes to audio CDs, it works differently; but since you write "watch", it probably will not be audio CDs.
If you do not have a CD drive, you can buy an external one for 20 euro.
For audio CDs offer programs such as Audiograbber or ExactAudioCopy. For films and series the software MakeMKV. And for data - well, the Windows Explorer with Copy & Paste!

Data from CD:
Open via Explorer and copy from the CD
Laptop on CD:
see if your CD drive can burn (is on the drive), insert CD, burning program z.b. Nero start and data ind throw the program and start the program
