Laptop is slow without a power supply (gaming)?

My laptop HP OMEN (2020 version) always clocks the graphics card (RTX 2070 MAXQ) at 300MHZ in battery mode. For example, I achieve 20-40FPS with Destiny 2. If I now plug in the charging cable, the card suddenly clocks don't let me lie up to 1500 Mhz. My question would be can I manually change what to the prescribed clock rates? So that the card is not only limited to 300Mhz in battery operation or does the battery not provide the required power that the graphics card would need?

Don't feel like having the power supply inside all the time. I won't remove the battery either. I don't know the laptop very well, especially since this is also my first laptop.

What I have already done: Set the energy saving plan to MAX, read out clock rates via Afterburner and compare them with mains operation (approx. 1500Mhz) and battery operation (approx. 300Mhz).

With Msi Afterburner you should be able to set the clock rates
