I would like to know how I can measure the speed of the fan on my laptop. Is there an app for that or something like that?
Normally this is indicated by sensors of the device itself, or it can be calculated from the applied voltage.
Tools such as HWMonitor should be able to read this, alternatively it should also be displayed in the BIOS / UEFI.

For reasons of space, there's only one common fan for cpu and gpu in the laptop, provided that both are not in the same housing. The heat is dissipated with copper pipes to the fan located on the edge of the house.
however, speed sensors are usually not built into laptop fans; they are mostly temperature-controlled.
There are a number of info tools that read out and display all the details of a computer, e.g. Speccy, cpu-z, crystal disk info, etc. Download them and see if one of them can tell you the speed.
