I'm looking for a laptop to draw and cut videos, but I'm not familiar with technology, so I wanted to ask what to look out for when buying. So what should it have? Logically, the laptop doesn't have to be the latest model or something. My price limit is 400 euro.
400 euro and cut videos?! Not really a chance.
The most important thing is the pencil. So only an ipad 2019 or something similar is possible.
So for video editing you need something to hardware for the edges, etc. There are 400 very few.
For 400 euro you currently get a better typewriter, but nothing that is halfway suitable for video editing
But you won't get very far with 400 euro laptops

For video editing on a notebook?
I would take roughly from 1000 euro
But it also depends on the program. What requirements this has and especially for video editing, it is very advantageous to handle two SSDs. Which in turn complicates it with the notebook
If it has to be a notebook, you can't really get away with under 1000. A little less with the desktop PC.
