This indicates that the power supply unit could be defective, that has nothing to do with Windows. Do you have a multimeter to measure?

If your notebook is off, Windows is not active… Means that your notebook should charge when it is switched off.

I've already done it with an older notebook! - Removed the battery and only let the device run over the network! - It worked fine.
