New laptop does not allow me to install programs, how do I work around the problem?

I have a new laptop, when installing new programs (e.g.: VLC) the following error message appears:

The computer was protected by Windows

Microsoft Defender SmartScreen prevented an unknown app from starting. Running this app may pose a risk to your PC.

I then have the option of clicking on "Install anyway" under "Further information". However, the program will not be installed, but the setup will be deleted.

Then you may have Windows 10 in S mode. This is the safe mode, where only tested software from the Microsoft Store can and may be installed. But you can also leave this S mode.

Otherwise this is an infected setup / installer file and it will be blocked by the SmartScreen Filter and removed by Windows Defender Antivirus.

Do your downloads.

Disconnect the PC from WLAN or LAN.

Turn off the Defender.

Install your programs.

Turn the Defender back on.

Go back to Wi-Fi or plug your LAN cable back in.

And then look how the programs run.

If there are problems then "allow access through the firewalls".
How to get there: Control Panel → System and Security → Windows Defender Firewall → Allowed Apps.

Here you have a box where you can release your programs (two or three ticks in the right place).

If it doesn't work then, take another program.

Where did you download the program from?

Lately I've always had the experience that Windows is cross with downloads from chip.de, for whatever reason.

Do you download the programs directly from the manufacturer and then try again?

I downloaded several programs from Chip.de and Computerbild.de, and PC-Magazin.de.

I had no problems with 2 programs, Mozilla and Thor. I'll try that out right away. What you say.

Do you use a local user account or a Microsoft account to log into Windows? You need a Microsoft account for this promotion.

Go to Settings> Update and Security> Windows Security> Viruses and Threat Protection> Approved Threats> Protection History.
If an app has been blocked, it will be displayed there. - Click for details.
If the blocked app was VideoLAN / VLC, you can allow it via "Actions".

You can replace the S versions with a normal version. The computertom has already explained that.

Returning the PC because of a minor software problem.

Then you should question the sources of your software. It doesn't seem to be clean. Always download software, including freeware, from the original manufacturer, not from any dubious sites and also not from Chip, Computerbild & Co. They always include adware in the installer in order to install programs for which they advertise. Take e.g. VLC directly from videolan.org.

What I don't understand - maybe you know - I didn't have these problems with my old PC. And not even with a new PC that had a technical defect and was therefore sent back. I would like to know why this problem occurs now. I think that's strange.

I suspect that McAffee, like Avast and Avira etc. Also do it, has deactivated the Defender virus protection for you.
Do you have the download of Chip? - Some AV programs reject the chip installer.
I've already experienced it with Avira.
At the moment I'm satisfied with the Defender. It feels like it doesn't brake that hard.

Regarding chip: Have you really "only" downloaded the software (manual installation) or this very dubious chip installer?
The installer is justifiably blocked from time to time.
In general, however, almost everything on chip is full of adware, so always make sure that you select the "custom installation" and that you only install the software that you want.
