Sure that all are defective?
There's not much you can do with defective batteries.
Above all a risk. These things can catch fire quickly if they malfunction.
I'll measure you tomorrow with the multimeter. I held you up to a pc fan that twitched very briefly. I guess you are, or at least pretty much at the end
You can't expect a 12 volt fan of 3.7V batteries to turn? Lol.
If you test them with a multimeter, test the voltage under load. So, take e.g. A large 220 ohm resistor (would suggest 220 ohm for an 18650, but you can also use a little more or less, the main thing is a good load). And then put the resistance from one pole of the battery to the other while you measure.
Because if you measure with no load, the numbers are relatively worthless.
