How can you take advantage of buyer protection with PayPal?

I logged into PayPal.com. In a video I saw that activities on the product go to "Report a problem". For me there's nothing with "Report a problem" when I go to the article. For me it only says that I should go to "Clear problem" on eBay.com if I want to use eBay Buyer Protection and the item sold no longer exists on eBay because it has been removed from eBay. Even if I click on conflict resolution (https://www.paypal.com/de/webapps/mpp/resolution-help), there's no link or something that redirects me.

I also use my tablet or is this function only available on my PC / laptop? (on the cell phone or tablet you are somewhat limited as far as the functions in the browser are concerned).
