In any case, you can claim the application costs. A laptop of your own will probably not be there anyway. (Regardless of whether ALG 1 or 2)

To get the costs reimbursed you have to consider the following things:

If an EGV states that you should write a certain number of applications per month, make sure that the reimbursement of the application costs is guaranteed ("we will reimburse the costs in the amount of (lump sum or proof)" not "we can reimburse the costs incurred") . In the second case it would only be an achievement which usually means that you are left with the costs. Do not sign without confirmation.
Submit a counter-proposal if the EGV does not guarantee the costs. If you do not go into it and issue the EGV as an administrative act of integration, you should immediately lodge an objection and apply for suspensive effect to the social court (lawyer specializing in social law should take care of it). Makes sense with ALG 2 and low ALG 1.
When the reimbursement is finally guaranteed, always remember to submit the application for reimbursement BEFORE not only when costs have already been incurred (also applies to the application for travel expenses!). If you reject the application, file an objection.
If you still receive a mediation proposal with legal consequences without EGV, you can still have the costs reimbursed. For this, as mentioned above, submit the application beforehand. Support yourself on § 16 SGB II in connection with § 44 SGB III and § 39 SGB 1 sentence 1. Everything is based on § 3 SGB 1. Applications can be printed out online or you can write them yourself.
If they refer you to email or phone applications but you don't want to, you don't have to. If the office knows your number immediately apply for deletion and inform that you can no longer be reached at the number and e-mail.

In the case of voluntary applications and higher ALG 1 benefits, the reimbursement from the office is voluntary. You can of course still try and submit an application.
