Iphone XR hangs and is now in the loading screen?

I have a problem, I wanted to open the YouTube app and my Iphone XR hung up, after about 1 to 2 minutes there's a loading screen with a rotating circle symbol. This condition has been like this for about 20 minutes. Nothing happens even when you plug in the power. Since I unfortunately did not authorize my notebook in the Icloud, I can't reset it. What should I do?

Not all data are deleted during a reset. Google times the key combination.

I just tried a hard reset 4 times, but the cell phone doesn't respond at all
