In the case of non-laptops with a current graphics card, the graphics card fan does not run at all if you only have windows only. If the PC then has to do a little something, the fans start and it gets significantly louder. It can be the same with your lap, but the boxes are more difficult to cool from the start, which is why the Graka fans start earlier.

You probably have computer-intensive background applications running, e.g. A Windows update that is unpacking data or a virus scanner that is currently doing a system check.
