The fan is controlled, it rotates faster (gets a higher voltage) when it gets too warm in the case.

You probably have computer-intensive background applications running, e.g. A Windows update that is unpacking data or a virus scanner that is currently doing a system check.

Processor is an i7 10750H and it is just 20% busy

And if it runs at 60 - 70 degrees it has to be cooled and that gets loud. For comparison, my process is currently running at 1-6% and our processors are almost equally strong.
